Content moderation isn’t limited to buy or build.
Platforms can choose what to build, what to buy, and what to combine.
Most platforms do not debate buy versus build at the beginning.
The question appears later, when the system that worked at launch starts to strain. Volumes grow. New languages and abuse patterns emerge. Moderators spend more time sorting noise. Legal or leadership asks for reporting that is difficult to produce. Engineering finds itself maintaining infrastructure that was never meant to become critical.
At that point, the decision becomes operational, not strategic.
In practice, the choice is rarely a simple buy or build. Most platforms end up deciding what they need to build, what they should buy, and how the two should work together. Moderation touches product, engineering, operations, and compliance, which makes hybrid approaches the most common outcome over time.
There is no single correct answer. But there are better and worse ways to reason about the decision.
